New roads and upgrades to existing roadways bordering the future Daniel Kahikina Akaka Department of Veterans Affairs Community-Based Outpatient Clinic in Kalaeloa are underway and expected to wrap this year.

Developer Hunt Companies Hawaiʻi, civil contractor Goodfellow Bros. and electrical contractor HMS Construction Inc. are working on Franklin D. Roosevelt Avenue, Boxer Road, Copahee Avenue and a new Kamokila Boulevard Extension to complete the following for the City & County of Honolulu:

• Franklin D. Roosevelt Avenue, formerly a two-lane road with one sidewalk on the southern side, is being upgraded to a four-lane road with a landscaped median and sidewalks on both sides.
• Kamokila Boulevard is being extended to include a new, four-lane road continuing north (next to Costco) into Kalaeloa. Two lanes will run in each direction, along with a landscaped median, sidewalks and bike lanes.
• Boxer Road is being relocated to the southern boundary of the project. The first phase will be built with Parcel 1, home to the new VA Clinic, which includes an eastbound and westbound travel lane and a sidewalk on the northern side of the road. In the future, the roadway will be widened to add a sidewalk on the southern side, as well as planter strips and bike lanes on both sides.
• Copahee Avenue, adjacent to Barbers Point Elementary School, will go from a 20-foot asphalt road without sidewalks to a fully paved roadway with planter strips and sidewalks on both sides. It will also include a bus stop for Barbers Point Elementary students.

The new Kamokila extension, Boxer Road and Roosevelt Avenue are scheduled to reopen no earlier than mid-July. Construction crews are waiting for City & County approvals on revised roadway striping patterns to allow for better traffic flow. Hawaiian Electric is also installing streetlights in the area.

Hunt Cos. provided additional details on the project via email in response to questions submitted by Building Industry Hawaii.

The company is also waiting for government approval to complete planned improvements to Copahee Avenue, with the roadway expected to reopen no earlier than November. Temporary access to Copahee from Tulagi Avenue remains available for use by Barbers Point Elementary families and staff.
