3 Oahu GCs, Others Awarded $2.5B NAVFAC Guam Contract

A combined $2,500,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity contract for design-build and design-bid-build construction projects primarily in Guam was awarded March 14 by Naval Facilities Engineering Systems Command (NAVFAC) Pacific to the following contractors, including three from Hawaii:

  • Hawaiian Dredging Construction Co. Inc., as a member of Core Tech-HDCC-Kajima LLC (Tamuning, Guam)
  • Nan Inc. (Honolulu, Hawaii)
  • Hensel Phelps Construction Co. (Honolulu, Hawaii)
  • Gilbane Federal JV (Concord, California)
  • Granite-Obayashi 2 JV (Watsonville, California)
  • RQ Construction LLC (Carlsbad, California)
  • Black Construction–Tutor Perini JV (Harmon, Guam)

Work is expected to be completed in March 2028 and will be performed on Guam (80%), Commonwealth of the Northern Mariana Islands (10%), Hawaii (5%) and other areas in the Pacific and Indian Oceans (5%). NAVFAC Pacific, Joint Base Pearl Harbor-Hickam, is the contracting authority.
