Kobayashi Group LLC (Kobayashi Group) was selected to redevelop a nearly 14-acre City and County of Honolulu-owned parcel in Kapolei into a transit-oriented, mixed-use development with a large affordable housing component.
The parcel is located between Wākea Street and Kamokila Boulevard and commonly known as Kapolei Parkway Lots 2 – 5.
One of West O‘ahu’s largest City-owned redevelopment opportunities, the upcoming project will build on the success of Parkway Village located nearby and also developed by Kobayashi Group.
“This is one of the largest and most significant affordable housing opportunities we have advanced on City-owned lands,” said Honolulu Mayor Rick Blangiardi in a press release. “… Building on the remarkable success of Parkway Village right next door, this is our chance to set a new standard for what affordable housing can be: high-quality, community-driven and built with urgency.”
Phase I of Parkway Village delivered 169 homes and a new preschool, with 236 more homes and an additional preschool to come with the completion of Phase II.

Although plans have not been finalized, a preliminary analysis of the new 14-acre site indicated it could support 750 affordable rental homes.
