James Campbell Company LLC has initiated a $36 million transportation improvement project to improve accessibility to and from the James Campbell Industrial Park and Kalaeloa Harbor.
The company held a project blessing ceremony to mark the beginning of the development on April 24 in Kapolei.
Project plans call for construction of a 4,300-foot segment of Kalaeloa Barbers Point Harbor Access Road, which will serve as a second entry point into James Campbell Industrial Park, Kapolei Harborside, Kapolei Business Park and Kapolei Business Park-West. When complete, the access road will improve connectivity between the H-1 Freeway and Kalaeloa Harbor, the second-busiest commercial harbor in the state.
Campbell Industrial Park currently houses over 200 businesses, including all of Hawai‘i’s oil refining companies, 40 percent of O‘ahu’s electricity generation and the majority of O‘ahu’s waste management services companies. Over 40,000 vehicles access the area daily.
“Improving access to this major industrial area and the second-busiest commercial harbor in the state is a priority for James Campbell Company,” said Steve Kelly, president of the company’s Kapolei Properties division, in a statement. “Creating a second point of entry will help to alleviate traffic, facilitate commerce and public safety and support future growth.”
Funded entirely by the James Campbell Company, the project’s current phase is valued at $36 million, with construction starting in November and expected to wrap in summer 2025. The new road will intersect with existing Lauwiliwili, Komohana and Ko‘oloa‘ula streets, and will establish a 120-foot right-of-way for motorists, with 10-foot-wide sidewalks on both sides of the roadway.
The project is the second phase of a long-term public-private partnership between the James Campbell Company and the Hawaii Department of Transportation. Phase 1 was completed in 2019 and will soon connect to the H-1 Freeway.
The second phase, including mass grading and the construction of the Harbor Access Road and Komohana Street intersection, was finished in 2023. Future phases are scheduled to be compled by 2028.
“The Kalaeloa Barbers Point Harbor Access Road is a tremendous step in the growth of Kalaeloa as an economic center,” said Department of Transportation Director Ed Sniffen in the release. “This investment … will tie into our Kapolei Interchange Phase 3 and improve access and safety.”
Paradigm Construction LLC, QRSE LLC, R.M. Towill Corp. and Royal Contracting Co. Ltd. are the contractors involved with construction of the project’s current phase.
