The City and County of Honolulu is advancing the development of Kaleima‘o Village – West Loch Apartments, an affordable rental housing project in ‘Ewa Beach. The 127-unit development will be available to those making 60 percent or less than the area median income. Construction by Komohale West Loch LLC, a joint venture between Stanford Carr Development and a Los Angeles-based firm, is slated to begin later this year and is expected to wrap by the end of 2026.

“Kaleima‘o Village is a great example of how we can use City-owned land to create housing opportunities for local families,” said Catherine A. Taschner, Department of Land Management director designate, in a press release. “With a long-term ground lease in place, we’re ensuring that these homes will remain affordable well into the future. This project is the result of strong collaboration and commitment, and we look forward to seeing it come to life.”

Kaleima‘o Village will consist of seven three-story residential buildings with a total of 28 one-bedroom, 87 two-bedroom and 12 three-bedroom units. The buildings will surround a central community center that includes a meeting space, laundry facility, administrative office and mailboxes.

“This project reflects the City’s commitment to expanding affordable housing opportunities for O‘ahu residents,” said Office of Housing Executive Director Kevin D. Auger in the release. “With Skyline expected to drive housing development for years to come, Kaleima‘o Village is leading the way in transit-focused housing.”
